Neither matches Actabl's breadth across labour, BI and asset management, but for most European hotels that breadth is not the point, and the ownership structure is.

Is there a cheaper alternative to Actabl?

Almost certainly. Actabl is enterprise-priced and quote-only, built for portfolios the size of Highgate. A focused European housekeeping tool such as hotelkit or Flexkeeping will usually cost less and fit a 40 or 80-room property better. You give up the bundled labour analytics from Hotel Effectiveness, which is the one part I would miss, so decide first whether you would use it.
